Think of some people living in 2 different countries, for example cousin lives in Russia and moves back to United States sometime every 6 months to a year does that mean hes pirating because he got an advantage and purchased games in Russia cheaper than America?

If its licensed only to be used in Russia and he uses it in the United States then he is breaking the licensing agreement. If the license has no restrictions then it won't matter where he purchased it. I am not agreeing or disagreeing with these terms, nor am I the one who makes them. I just wonder why people try to justify breaking the restrictions by saying they paid for their license but in fact break it.

Don't use that as an excuse, it doesn't concern you. People like you who are circumventing the restrictions are the reasons why more and more stricter restrictions are imposed, hurting the legitimate users.

Well I checked where my copies from G2A were from and GTA 4 was from Ukraine and I can play it fine and that's considered a country that shows the regional restrictions lock, so i guess any region lock activated gifts past march 11th have to use VPN to play.
And any region lock gift before march 11th and added to game library is safe to play.

Hi there traders of Steam Gifts, I have a question that I want to be answered, My friend has purchased GTA V from Brazil, a region locked copy and I was wondering would he be able to play it on release. Since GTA V hasn't been released yet I am not certain that he can play from his own country.
What people are telling me is that if the game was redeemed after March 11th then its play locked and you have to use VPN in order to play.
It was an steam gift that my friend purchased in the middle of february and he had used a VPN to unlock the game on February 20th 2015.
Can anyone confirm for recent games that were released e.g Dragon Ball Xenoverse, City Skylines etc are safe and are playable world wide.. that are from region lock zone.
E.G South East Asia, South America, Eastern Europe, Russia...
