Check memory usage. It could be too much stuff fills up the RAM and then it has to use the HDD.
Edit: Have you tried reducing the resolution?

Most of it's probably your CPU (and 4GB RAM), but you may be able to streamline your startup process by eliminating any unnecessary programs running in the background and shutting down any unnecessary Windows services.

Hmm, because most laptops aren't built for gaming?
Actually, all laptops I've owned and seen slowed down after some years. As you say, even simplest tasks require almost all power, even after a clean o.s. install. Then they overheat and have to slow down even more. If they don't have enough ram, they need to write to hard disk, but usually they have slow disks, so it's even more slow...
Get a desktop when you can.

Does your CPU fan need cleaning? It may not be getting enough air to cool off which will hurt performance.

Hello everyone. I have a problem of lag which is probably caused by high cpu usage. When i power on my cabagge laptop the next day, lol plays pretty smoothly, like 30-55fps. That's nice and all, but whenever i start playing another match, my frames hover at like 18-22, in teamfights 4-12fps. I have no idea why this is happening. I already play at lowest settings, have latest amd drivers, temp are stable at 47c, scaned for viruses,power plan is high performance.... task manager shows my cpu usage stays 50 - 53% usually whenever i do a simplest task, however hwmonitor shows a constant usage of 80-100%...it gets to 100% when i launch lol for example. Anyone have any ideas? I do know that this laptop is shite, but there is potential to play LoL comfortably, according to frames i get whenever playing my first match of the day (if i play when i just powered on my laptop).

radeon r2 GPU
4GB ram
Windows 10
fun fact: warcraft 3 in bigger fights lags too kek.
