Well, i've got same trouble.
Also, the creator of 2nd GA never send me his gift (both GA was a gifts) and i guess he just made another GA of it and got profit (but rules never punish him for GA of same gift of cuz lol :D , that's called 'justice' and no one cares about that dude)
i'll be more passive about this if punishment lasts for a year (ex), but that damn permanent execution of account after simple moment of misunderstanding now like pain in ass. Especially now when guys making GA with "ho-ho-ho, let's make some x-mas GA, but you, oh FCK U".
and not a single light of amnesty or way to get it.

The person who never delivered the gift will have to live with a "not received" on their account, and one less giveaway slot. You should not have marked it as received if you never received it.

i've got 2 wins almost at a time (they had difference less than 1 minute) so they're close.
and i got e-mail with gift, so activated it, then proceed to SG site, and marked both GA's as "recieved" so i don't even know which one send me this and who not.

Look on the email you got the gift from... There's an avatar and a signature. I bet you can identify who sent you the gift by looking at those.

Do you still have that email? You should be able to tell from it who sent it. There's also a way to check your inventory history to see who sent you stuff, but I can't check where it is because Steam community is screwed at the moment.

I think since he didn't actually send you anything, you can just mark it as not received. It still would be better to tell him to reroll, but that's more of his problem.
