That's an odd assumption.
Is it? According to a brief google enquiry only 9.3% of human population live in Europe which makes it a pretty safe bet most votes won't be from Europe. Particularly with SteamGifts bias of gettin FREE games and the human tendency to always click on a poll if there is one.

Kinda. SG stats, while you can't see every single country if you add up all the European ones that you can see you get 542.761 users (remove 162.247 users if you don't count Russia, add another 23.444 people if you wanna count Turkey instead) and thats makes it at least 44% (cba doing the math for the other 3 combinations of Russia+Turkey) with only the population of the top 25 countries with most users vs the total amount of users and its bound to only go up if you could add the rest of the European countries.
The top 5 countries by population are India (not in top 25 on SG), China (11th on SG with 29.263 users, US (the one exception here with 1st place and 193.553 users), Indonesia (24th with 10.763) users and Pakistan (not in top 25) so your logic here is a bit flawed.
Its not quite "most votes", but it is not that horribly far off either and definitely nowhere close to 9.3%.

I mean... yeah, IF anybody is going to Gamescom they are from Europe I suppose.
However I cannot see the benefit of video game tradeshows like that for the customer. Sure... it's a nice paid vacation and opportunity to socialize for video game journalists bloggers but considering nowadays the trailers are online 10 minutes after the presentation I don't really understand why we are still doing that stuff.
