Did you play Enderal: Forgotten Stories? It's a free total conversion for Skyrim that's quite good.

After playing it for a few hours, I was REALLY surprised how "Elder-Scrolls-Like" RDR2 actually is o_O Never expected that from a Rockstar game.

I haven't personally played it, but I feel The Witcher 3 would be a good comparison not only for having similar elements but also being well loved by the gaming community. Kingdom Come: Deliverance might also be worth looking into and if you do collect the free games on Epic Games Store, you probably own it.
And personally I really liked The Legend of Zelda: Breath of The Wild (haven't finished it). Only for Nintendo Wii U and Switch though. I had a hard time getting into Skyrim, but I found it relativity easy to get into BOTW. I also liked the whole climbing and gliding aspect of the game. And finally I just like the Zelda series so that probably helped. I feel like it's quite a bit different from Skyrim though, mainly that Zelda games aren't too heavy on RPG aspects and have more of a puzzle/exploration focus over questing (There are quests though).
And if you like stealth games and just to shake things up. Metal Gear Solid V might be worth looking into. I only played the prologue game (MGSV: Ground Zeroes), and I had a lots of fun. And like Zelda, i just really love the Metal gear Solid series.

Horizon Zero Dawn looks pretty damn sweet, IMO. Be aware it doesn't become available on Steam until August 7th.

Dragon Age: Inquisition is a really decent open-world fantasy RPG, I had a lot of fun with it (twice); it has also recently arrived to Steam. Elex can actually be pretty enjoyable (just don't forget the mod that disables urinating sound - yes, it's really an issue in one of the locations unless you're a manly man who's ok with this stuff every couple of minutes).

Now that the Humble Choice is out, I can finally make my Steam sale purchases, and I'm interested in playing a game that is like Skyrim but isn't Skyrim. Think: open-world, exploration, open-ended, RPG, etc. It doesn't have to necessarily tick all of those boxes though. The ones I'm most interested in are the open-world and exploration parts.
Anyway, I'm open to any and all recommendations that could be described as "Skyrim-like".
Also, I've played the older Elder Scrolls games, as well as the 3D Fallouts, so no need to recommend those. While I liked the Fallouts, I'm hankering for something that's more fantasy-inspired than post-apocalyptic right now.
