Edit 2: All I see on the store page is Japanese symbols and yen price tags. I think I'm logged in as a Japanese user somehow, but I can't tell. Send help. Oh shit, the New Zealand price tags are coming for me!

This case is a strong reason against linking your credit card with a steam account. Of course I'm logged as someone else at the moment, can view his/hers purchase history, steam wallet, inventory, (also probably delete their games via steam support) etc. What's more interesting, some of my friends are logged on the same account as me...

Because their PPP is a lot lower.
That is the official story.
In reality they are giving them essentially a 60% discount from the base price (and of course any sale discount) so their 95%+ piracy rate may go down a little finally. After all, they are a large enough market to try to tame and lead to the world of legit software.

I just experienced a rather worrying anomaly in steam.
I was using my browser and just browsing the store page, when I noticed that my avatar had changed. Worried that I got hacked, I checked my profile, and found out that I was logged in as another user (someone from South Africa who I had never heard of). Went back to the store page and found myself logged out, but the storepage was in Finnish. Tried to switch back to English and then it was suddenly in Russian. I've been logged in on the steam client as well, and nothing changed there. Same avatar, no messages about someone trying to log in on my account or anything like that.
