Giveaway Limiting

Can there be a limit on the amount of giveaways operated by an individual that hasn't been vetted?
Seems like a lot of fakes on the go.
If you had to wait for confirmation of receipt between posting giveaways it would limit abuse.

If I'm not wrong, there's a limit of 5 giveaways for users with no feedback.

It seems it could be lowered to 1~2 though.
