Maybe include this kind of note after the list:
It is 100% ok to giveaway "Dawn of Magic 2", but you must use title "Time of Shadows" to find it in the gamelist
(SG game database is US Steam Store based - that is why games that have exclusive US title name can't display the international title.)

Can no longer be gifted even though the second version of the game can be.
Have searched around and can't find anywhere that this game was given for free
so this may be a mistake. It would be nice if someone could verify with support

In these cases, you can make support ticket "Add Game to List" and they should accept to temporarily enable that game to be given away, if the game is really n/a just because of the store removal or because it's purchase-disabled.
Sometimes they may leave it enabled if it has no conflicting title with some other game or version. But unfortunately quite typical scenario is that the removed game's title is superceded by the new version of the game. In those cases they just disable it from giveaway list so that there are no duplicates.
In this case it seems to me it's unavailable just because the game is purchase-disabled. When asking it's good idea to say that they try to find it in their database using the AppID number (72200) and also ask if they have an entry for the sub package: https://store.steampowered.com/sub/8009/ [ source: https://steamdb.info/app/72200/subs/ ]
Another issue with removed and purchase-disabled games is that since they have no price in Steam Store anymore: the giveaways will be 0P to enter and you won't get CV - until they manually enter the "final" CV value for the game afterwards. (may take a long time to happen). And in this case they are probably assuming that the game may still return to be purchasable.

Thanks for compiling this list, unfortunately I won't be adding these into the list of banned games.
The "banned games" at the OP are games that are still available for purchase, but are banned due to mass-giveaways in the past, to prevent people from abusing.
Games that are not in the giveaway list due to Steam's removal are not actually "banned" from the site, it is simply because the site uses Steam database to generate the giveaway list.

Games that were once free or exploited are removed from the giveaway list of the game. But since the list is now an auto-suggest instead of a dropdown, it makes me waste time scrolling the list of games to find that the game is not in the list...
A list of un-creatable games would be helpful.
UPDATE: Another better suggestion in the comments, is to show ALL games in the list, but grey-out the un-creatable ones and add a tooltip that explain why it cannot be created.
