Or did you think about if they are say under 18 that there parents filled there account with games?
You might want to think outside the box,the world might not be so small..
I have quiet a few friends who buy games for there kids account or trade for games to add to them.I get what your meaning i am sure there a re a lot who meet it because they can buy games but just do not do it for GA's.Though this site is not about you given back,it just something people do,in fact the site just based on people giving shit away.
I am thinking you are one those members who think anyone and everyone should give something back when that is not what the site was made for,it was merely created so people could give stuff away,not for everyone who joins to have to give something back.

I just think people sometimes judge to quick without thinking..
I mean if someone was to look at my profile and just go by the value of games in my account,that i should have no issues giving away nice games,when in fact i wish i could and had the money to do so,as i enjoy giving but i do what i can which usually ends up being bundled games.
That i was trying to say that just by merely looking at someone value of games does not always reflect what they can afford within reason,as most my games are bundles and i get lucky with key drops and i shop sales.I may be a little greedy also as i suppose i could give up a game or two for a ga,but it hard to do when that might be the only money you have left to get a game.

Well, you're a better person than I am then. I only do Public Level 0 giveways for games that I'm fine being "forced" to deliver even if the winner turns out to be a rule-breaker, in other words - cheap bundled games. I would hate to be in this situation for a non-bundled game I paid good money for, which is why I do what I can to ensure I get good winners for these games.

Btw I've noticed In my SGT giveaways I did where I used the minimum ratio using number of gifts Sent/Won on Steamgifts: 1 that when I checked the entries that there are many users with a 50%/50% ratio. Did you in your SGT giveaways see the same thing?

I made it a bit more complex than it needs to be. It appears marking the checkbox for Unactivated Wins + the following would have achieved the same:
((level==0)&&(num_won<=5))||((level>=1)&&(ratio_number_giveaways>=0.05))
...or this equivalent:
((level==0) AND (num_won<=5)) OR ((level>=1) AND (ratio_number_giveaways>=0.05))

Only one thing is this: (ratio_number_giveaways>=0.05)) = for every 1 game won you have sent 0.05 game = ratio sent/won 1/20 ?

Now I get it. That opens possibilities to make giveaways just for those that didn't win a lot instead of those that have already won a lot without using the SGT Maximum User Level requirement.

Exactly. I think from now on I'm going to have forum GAs based on: L0 with up to 20 wins OR L1+ with up to 20 more wins than games given. Three such giveaways are here.
I'm of course not giving up on public, whitelist or group GAs, but the above formula makes sense for the bulk of my forum GAs.

I think SGTools is a fantastic solution to check for unactivated wins and avoid having to reroll so many giveaways. I haven't been using it much for anything else, as I don't want to block users out of my giveaways. I do however see some value in giving people who aren't only about winning or those who can't give better chance at winning giveaways, and would like to have some giveaways set up like that.
What I have in mind is a giveaway that (1) lets Level 0 users with few wins in (as I believe many of them are kids who can't give yet even if they want), but not allow access to those can give, but choose to do it only to break that Level 1 "barrier" and then only focus on winning. So here's my first attempt at achieving just that - two separate SGTools gates for the same giveaway (for Just Cause):
For Level 1+ users who won up to 20 times more than they gave:
