Just to stop the silly misinformation, there are $5, 5€ etc wallet codes easily available at retail in some countries, There are also plenty of random currency wallet codes worth less like 150 Indian rupees which is like $2. Steam automatically converts it to your wallet currency, so you can use any of them freely.

It's a complicated approach, but you could trade in stuff on TremorGames and get a Steam gift card with your credit.

I found a 20€ giftcard for 17.69, that does not seem legit that it would be 3€ cheaper would it?
