download and install CCleaner, once installed, open it and click on the Applications tab, find Steam, right click it and click "clean". make sure you exit out steam before trying this just to be sure it'll work.

Mac or PC?
//edit actually any other variables? Like Wine? Mac client is known to be shit and does that from time to time. With Wine you might need a new revision. On PC if you have CCleaner installed it can cause your steam HTML cache to break, but then removing some files should work.
