It varies. Failures like Duke Nukem Forever get price drops and big sales real quick. Games that are selling really well without a sale don't. I can't see GTA V getting any big sales anytime soon, so I guess it depends on how badly you want it.

They usually start in the middle of June. They may do a one- or two-week pre-sale thing where the cards go live and the list of weekly sales increase though, but the proper sale event itself usually starts around the second full week of June.

I think it's really likely that GTA V will be on sale for at least 10% off during the Summer Steam Sale. Considering that its already been out on 360, PS3, PS4, and Juan for a while, I'd imagine that everyone who's willing to pay full price has already done so by now. Doing a 10% discount will certainly do a lot to energize those sales.

Price already dropped after the release and you can get it for 40something on G2A.
Wait a month or two and you'll save a lot. When you're impatient and wealthy go for it you rich dirtbag. :D
