Play-lock is still here but it applied only to specific games. It's pretty easy to determine for gifts http://i.imgur.com/Jps4lBA.png.

1 month ago or so there was a new restriction added: instead of a restriction on activating a gift only in stated countries you get another one - the game is only playable in stated countries (so called "play-lock" if I'm not mistaking). But soon it was deleted without any warning (just saw recently, don't know how long it's gone) and there is only an activation restriction left as it was before. But I still can see play-lock on some games like Witcher 2 or CoD:AW.
So the question is: how can I understand this? Have they really deleted play-lock restriction (then why there're still some of them on few games?) , or it was just some kind of a bug; maybe there's still one but the system doesn't show it?
PS: checked region restricion page on Steam Support: https://support.steampowered.com/kb_article.php?ref=1266-QFZC-2141&l=english . There's only 1 mention about play-lock: at the end of the page, they say you'll get one in attempt of activating any locked gifts via VPN. So again, the question is still active.
