So far, I yet to send a single gift to the e-mail address. I add the winner to the friends list manually through the linked Steam account in the usernames over here, and send them the gift through Steam using the "send to friend".
That way, it also lets me bug them a bit in chat to mark the gift as sent on this site when they received it ;)

What does it solve? The user is now unable to take a part in legitimate giveaways, and it should discourage others from attempting the same. They'll always be able to view the site, all we can do is inform users of scams, and ban accounts.

I agree, banning people from entering legitimate giveaways won't stop them from trying to scam other people from theirs. In fact, it might make the risk even greater because they might want to get back at the site.

1 thing: NEVER EVER EVER and NEVER accept "that" people invites if they won gift to firendlist on steam, Why? Because you said he invited you to his friend list so that means he want HIB 3 really bad or he is a scamer. Just do this: Send that game cd-key via e-mail or invite him to steam friends but never accept him if he invites you first

A minute after the giveaway ends, and after I sent the email, I get a friend invite from "dragonsdeath", and since he was online I figured I send it to him via steam chat instead of wait for him to check his email. but it's not until later that I realized that it's a different profile
