I sent him 10 CSGO keys two weeks ago. He told me that he havent the code yet, but in some few days he will send to me. Yesterday, I request him the "refund" of my keys, and he blobked me on Steam.

Yes, many people are giving, but not in way he'd probably like. I doubt anyone reported that guy. Especially when I saw his ratio is not bad 11+/2-. I never got it how one can be scammed, it seems incredibly stupid for me, but that's not the point. All I mean is - as you can see even with that rule topics that actually call someone out still can exist and if someone is brave/stupid enough will make these anyway with getting suspended. As everything, this rule has pros and cons. I am not an enemy of that rule or anything. If I wanted to say everything I think about this I would have to write down a new bible ;D I don't think you're wrong either, some find this helpful and others just useless.

Why is he allowed to have -10 rep. why is he still scaming people. Now Im not speaking for myself, but there are naive and barely informed people about scams in trade.
So victim will report him, fine. It may take weeks or months to get answer if he get one at all, in meantime the one will continue to scam.
If we cant be here united in this matter, figthing against thiefs, scammers and hackers, well fuck this community. Oh dont call out it is maybe impersonating someone, so what if he is? People should know and stay away from him. This way you just silence every fool who got scammed and make it public, so the scammer can continue his work.

What happens is that it is difficult to prove the scam, and also there are a lot of tickets. But that issue has to be solved by sg support, not by users. Users have the feedback feature. If they trade without reading the faq it is their fault.

We need a feature to alert only the users in the whitelist for scammers. Like a button on the scammer's profile or something like that. That way we can warn only trusted people.

The biggest problem with letting anyone call out is that many times the scammers are impersonating another trustful person.
They don't bother to check if the trader they trade with is the legit one and other users end up getting blamed for something they didn't do.

Only the negative rates are not enough, because they have no one (new created profile) or do it after 10 positives...

i once got scammed, i learnt an important lesson, if it's not in the Steam trade window, dont do it, no matter how much +rep he has, no matter how high is steam level is, dont go first, dont go second, just use the trade window and save everyone a lot of trouble

For the future:
if you are trading "big moneyz", you should investigate a bit.

In this case, the user has only 10~ rep
Looking at his trade history, he traded a lot of Batman and Metal gear keys (all stuff from nvidia)
Investigating you'll find that "OP claims he works for nVidia"

Now, he could even deliver, but this still looks shady as f, maybe stolen keys, or he has a shop and when people buy stuff, he keeps their key, who knows :D
