Very likely a lot of them (over 50%) are people who just made an SG account at some point and then have been offline ever since. Or have only used it for a short amount of time.
I'm pretty sure it doesn't count "active" users.
Ofcourse, there's still more level 0 users than anything else, even among active users, but it's not as insane an amount I think.
I wish we could see a graph like that for people who post on the forums. :D

Only a mod or cg would be able to tell you for sure.
I could imagine that they don't care and therefore nothing has been built into the system for this (unless you happen to reuse an IP-adress that was banned for whatever reason).
But I could also imagine that multiple logins from IP's all over the world within a set timelimit sets off redflags and gets action taken. Really depends on how strict they are.

Can't find it in the Guidelines.
I know that I don't use AutoJoin Scripts, I know that I don't have alts.
But I know that I keep Google Data Saver on all the time.
PS: It wasn't Google Data Saver(it can't be), it was my VPN running in the background, it keeps changing my IP every couple of minutes. (all of that is irrelevant really)
This message is from today, I kept being forwarded to it randomly, I think it's a couple of IPs or TOR exit routers those got block or something.
