There are no region locks, but customers from China (or maybe even other Asian countries) might receive a different package than the rest od the world, either of the two types of keys having no restrictions (being redeemable worldwide).
Customers from China are the only ones who have a gift link notification for this game, which would imply that the key they receive is an Asia-locked one (source). However, this is not the case.
Customers from China actually receive {sub/197120} (confirmed), which is priced only in certain countries, but regardless of that it is a ROW key (can be activated anywhere).
The gift link notification is simply misleading: having a sub priced only in certain region DOES NOT mean that the key can be activated only in those regions. This is basic knowledge that the person in charge of region locks at Humble Bundle should know.
