I don't think that someone will be banned after this leak - especially if part of this keys was used legally in amd promo.
There's a high chance that activated games will be removed from accounts (this is promo action, not charity :D). I sure that AMD couldn't allow this - this is EXTREMELY STUPID - to access databases with keys, you should type /sql/ to the dirt promo url (proof: http://i.imgur.com/sc7Ry.jpg ). If this was allowed accidently, AMD must fire their informantion security specialists (without giving them a chance to find a job better than nightman in future) instead of banning someone in steam. Looks like its basically all in valves hands. They can't just ban everyone so your account is safe. Alot of the keys comprimised were actually given away by AMD. Heres a legit source article from Tom's Hardware

2500 keys have leaked on a russian forum. There is a chance your Steam account will be suspended for using one of those codes, so you should probably NOT enter DiRT 3 giveaways.
Edit: Maybe they'll just remove the game from your account. Is it worth risking? You decide.
According to Steam's policy:
"There is a Zero-Tolerance policy for any violations of the Steam Subscriber Agreement and Online Code of Conduct. All accounts in a user's possession for any of the following activities will be suspended: Piracy or Hacking
This includes using an unauthorized ("hacked") Steam client to access Steam, attempting to register fake CD Keys or attempting to register a CD Key which has been published on the internet."
