I agree. dlc simulators have never been of my interest. when a game gets good dlcs with missions/characters additions i also buy them but these dlc are not good and don't worth my money

It's almost like they should have released "Payday 3" about 3 years ago and included all that content ("worth" 140+ bucks on Steam) for 50 bucks or something. But then ofc they would need to do some actual work on the game.

True and I guess there wouldn't be an issue with that if the DLC was priced reasonable and/or went on sale for reasonable prices a couple of years after release.
What I was talking about though was the non-ultimate "ultimate" editions and the incomplete "complete" bundles.
Ubisoft keeps topping themselves with expansions and DLC after releasing "ultimate" editions that become obsolete when they release expansions and "complete" editions or vice versa, which is mostly doing nothing but getting people the feeling they have been had (justifiably so) and making things very confusing when you want to buy anything from them.

For me Payday 2 is my favorite game to play with friends (as someone who's not into competitive stuff) but I'm fine with just having the Legacy stuff that I own already. I'm not spending $15+ for DLC.

According to reviews on Steam, the cosmetics and weapon packs are not worth it and the heist packs get worse reviews with each release so unless you are a completionist or already played the hell out of the game and need a fix, probably not.
If you're asking "is it worth it" as in cheaper, then I guess you can't beat that price since even on ubersale, the heist packs in the Silk Road Collection and City of Gold collection have never gone for less than 36 bucks in total and you'd get them for 20 bucks there.
Even the Legacy Collection, which is mostly old now would be worth about 10 bucks if you're only getting the heists on sale individually and has never been cheaper as a bundle.
A lot of the heists released in the last 3 years seem to be very short and not much worth the effort of getting them though.

I remember that I stopped playing after they abruptly claimed at one point that they would not sell DLC, then changed direction and started selling a lot of DLC.
If you paid $1 for it and enjoyed it, you might as well pay $20.

There was talk floating around for a while about making Payday 3 so Payday 2 would be open to all, including the old DLC.
I remember that users who have owned Payday2 for a long time were in tears.

Right, good point. I must admit, I was surprised at how long ago it happened. Their publisher basically went through a financial apocalypse thanks to bad investments in VR, so the developer got screwed by the publisher. It's a shame, but at least there's a good reason for it imo

About 5 years ago. The last paid DLC was the "Gage Russian Weapon Pack" which came out in March 23rd, 2017. Some time after that they announced that was the last paid DLC and we'll only get free updates until the end of the year, except for the h3h3 pack. (They have extended the support for another year, IIRC.)
And then Overkill's the Walking Dead bombed, IIRC the CEO was arrested for insider trading, and they decided to pump out more DLCs.

I believe there where talks that they are making Payday 3 and they need to somehow gather money for development, hence new DLCs ... and I believe people where fine with it - they thought if a new game is coming, why not support them......

I gotta admit, I'm surprised how people are pissed that a developer continues the development cycle of a game after they got screwed financially.
I guess instead they should've just shut down the company, cancelled the ongoing projects and told the employees to fuck off since while there's an option to make more products to sell, they shouldn't do it since their plans were different at first.

Its understandable why they chose to go this route to survive and if they put out the PD3 and it will be a good game they will have earned back the trust of me and others most likely. Doesn't change the fact they themselves put all DLCs in one package as it started to get ridiculous with how many where there already.
I just hope that they wont choose the same way with PD3. At this point unfortunately it seems like milking a long dead cow. If any result comes from it in form of a new game - cool. But the in general this DLC scheme is used for solely raking in money ..... Ubisoft and EA best examples - already shitloads of sales but still separating game into shitloads of DLCs ...
So people are not pissed at company trying to survive.. but at the sole fact of doing it through DLC sales. But I remember quit clearly that people where supportive back when it got announced - they liked the game and they where fine with paying more to kickstart the development and survival of the company.

I think Christmas Island, Cocos Island for example belong to Oceania from the administrative side but they are usually included in the "SEA" region locks.
Then there's South Korea in that list too, which technically belongs to East Asia (and usually included in "Asia" region locks).
I could change from SEA to "Asia" if that helps?

I mean, they don't. They say as much in the T&S. People abuse stuff, and so, just like with gifting on Steam, they abuse the gifting function on Humble. So, hence all the weird region locks to try and stop that (which I doubt had any affect on the grey market reselling scene).

Yeah, I'm paying EU prices, despite my country not being in the EU. Also, if they send you a gift card via Steam, does it convert to your currency? If 1$ was 2M$, would them sending you a 5$ gift card give you 10M$ or would you get 5M$? M is for Mexico cuz I have no idea what you guys use for currency and am too lazy to google now.

That's nice then (if it's still like that). Maybe the friend can't gift you the game, but at least the gift card option is still there so you can buy games. I do think Valve's change is for the better, despite it's negative effects. People were abusing the gifting when there was no 10%+/- rule to get games for cheap from certain regions (or was that rule also present when gifting was an option?)
