Chances are that yes, you shouldn't mark as received. However, could you give us the title of the game? That would help.

It seems a key provided by the devs http://www.steamgifts.com/archive/search?q=Onion+Force

Most beta testing keys are equivalent to normal keys (only difference being that the developer provided the key to the person for free)
*If it is in your library without the word - beta behind.

but why wait? If a game at any point is removed from your account you may always mark it as not received or unmark it and tell GA creator. There's no reason for "waiting for a while" other than pissing off GA crteator who is waiting for his feedback.

u do realize some beta games get removed from your library like they never existed right? so if i dont download it, forget about it, and it gets removed from my library without notice ill basically be temp banned for marking the game without having it

I'd like you to introduce to http://isthereanydeal.com/
Link you steam profile there and it generates a notification if you a game gets removed in your profile. It even makes logs

The only time I've ever been scammed here on SG trades is by someone that traded beta keys that this person said would be full keys on the games launch but at the official launch of this game the beta keys were invalidated. Also there are at least 5 other SG users that I know about that were scammed in the very same way and by the very same serial beta key scammer.
So not every beta key becomes a full game key but some are invalidated/removed after a games official release.
If your beta key becomes invalidated or is removed from your games list mark the game as not received.

This is quite common. The key here Is that it says "xxx for beta testing". This generally means it's the full game, if it said "xxx Beta" then it might not be.
The "for beta testing" keys are those that the developer has generated before the games official release, usually devs will generate a few thousand keys before release to meet the demands of YouTubers, streamers, reviewers and promotional giveaways.

im wondering what do to about it, i double checked the store to see if the game was in early access but it isn't.
should i mark it is unreceived or report the user?
is far is i know beta keys arent allowed and i received a beta key for a complete game in x10 giveaway.
i already screen shoot the key after redeeming it, clearly saying for beta testing.
EDIT: seems the key was made before the public release, which states "For beta testing" before the game name, so i mistook that for a beta version of the game, locking the discussion and marking the key is received
