Well...in the end it's your decision, but I always take the Full Steam Ahead pack :)
If I compare the possible game-drops of the both packs, the steam one seems to have more valuable stuff (Wich nobody ever gets, though :/)
But we already had a few 5$-10$ wallet codes reported...so there might be an actual chance to get one of those someday :)

The cheapest exclusive from the Full Steam Ahead pack, of a $5 wallet code, is going to easily beat out all but two or three of the exclusives in any other pack (being that most exclusives are low-retail or previously bundled). On the other hand, those few remaining exclusives are likely to be top-end, unbundled, recently released $50-$100 retail games, which match only to Full Steam Ahead's top prize of a $50 code. [In the case of the November pack, those highlights would be NieR: Automata and Soul Calibur VI Deluxe.]

Assuming equal odds of pulling an exclusive between packs (since we have no way of knowing what actual odds are), Full Steam Ahead ends up being less weighted to extremes but fairly comparable to any other pack's prizes. [That is to say, Full Steam Ahead is guaranteed to give a good-value exclusive, but other packs may have better odds of getting a top-value one.] Of course, if you own or don't want even a few of the exclusive games in a pack, then that alone is enough to weigh things in Full Steam Ahead's favor.

In short, if you've got a pack where you want every single game and you're someone who favors gambling, it's worth hitting up that pack. Presumably, Full Steam Ahead would be a safer and more straightforward option if even one of those elements isn't a match.

In the same boat, only started mining 5/day a couple days ago. Could really use a $5 steam wallet card right now (but I wouldn't have that kind of luck anyway :))

Be careful, sometimes keys can be already activated.
