His nickname translates to poopsmellsbad, while i am not generalizing it gives an estimate of the age.
I seen so much computers of young kids loaded with full of crap in which the pc barely ran nor they can be bothered.
If you are 10 or 50, keep a good backup plan, install windows, install all programs you need, backup and periodically return the backup, update your programs, make a new backup, and you don't have that much work.
Just like you need to remove dust once a while inside your pc, you need to remove the dust on your software (there are always leftover files).

Then you pop in one.
There is nothing wrong with it, and i don't know the story, but just my point in their pc's usually being full of crap, and can't be bothered to just reinstall windows (or even know how) because that would surely just solve the problem.

Maybe try running msconfig and see what you have running at startup? http://www.howtogeek.com/74523/how-to-disable-startup-programs-in-windows/

i checked all the progams that started up during the startup and it seems like they're all safe.

What did you already try? The most common solutions seem to be running a scan for malware.

Result of the SFC Scan
Windows Resource Protection found corrupt files but was unable to fix some
of them. Details are included in the CBS.Log windir\Logs\CBS\CBS.log. For
example C:\Windows\Logs\CBS\CBS.log. Note that logging is currently not
supported in offline servicing scenarios.

Windows Resource Protection found corrupt files
That would be your modified shell. SFC compares your files to the installation files and replaces any corrupt or missing files. Your shell customization replaced windows' version of explorer.exe with a modified one. Most shell hacks create a backup of explorer.exe and will replace it if you uninstall.
If it doesn't replace it upon uninstall, you can always pull your OS drive and attach it as a data drive to another PC, delete the modified explorer.exe, and rename the backup to explorer.exe (or copy it from a working Windows install).

I had the same problem a while back with a customer's PC. It was a program that would occasionally load before Explorer, and it would cause Windows to stall when loading. It was just a black screen with a tiny window in the lower left that could neither be maximized nor minimized. Nothing but a CTL-ALT-DEL would allow a reboot.
I rebooted into Safe Mode, disabled all startup items and unnecessary hardware (in case it was a bad driver), then rebooted several times into Windows, enabling one of the disabled items with each reboot until I figured out which it was and removed it. I don't remember which it was off the top of my head, but I want to say it was some crap spyware app they had installed.
EDIT: Shell customization "hacks" can cause similar issues.

Given the possible indication of using customization hacks, it's worth noting that certain programs will remove or edit the explorer.exe registry entries in order so "their" program will launch instead of the windows default. Depending on how they're later removed (or just plain sloppy programming with the uninstaller), they may fail to re-enable the default registry entries.
In the Registry Editor (regedit) navigate through the folders;
HKEY_LOCAL_MACHINE >> SOFTWARE >> Microsoft >> Windows NT >> CurrentVersion >> Winlogon
On the right side look for Shell and check what the value is. If it doesn't say explorer.exe then edit it to such.
If there is no such folder, create it.
If there is no "Shell" value, create it. Create a new String Value, named Shell, with the data value of explorer.exe
