READ - ...between 30 DAYS and one year... means MINIMUM 30 DAYS, otherwise you get:

You are not allowed to sell this item. The Community Market might be temporarily disabled or your account might be restricted from using the Community Market.

Yes but what Andone said is a Steam Walletr transaction which clearly isn't right since it can be any kind of transaction
