winning collection after base game isn't against the rules. you can enter for dlcs, it's only up to creator to re-roll it if he doesn't like that

You should report him, winning a second or more times the same game without saying to the gifter is reason to report and grants a suspension. The same goes for gifts won but not activated in the same account. Both situations are against the rules.

well, nothing. he received the games, so the original owners probably can't get them back. he probably sold them or something. all that happens is, that he will get suspended.
