This is for all of you who are using Steam. Just want you guys to know what Valve did to my account and maybe some of you guys too. Please read this before making a commnet.
Last Wednesday, I received this alert from Steam Support.

Yes, my account got restricted although I haven't done anything wrong. I submitted a ticket to Steam Supportand ask them.
My ticket and how they response
Exploiting Steam Store ? What is that ? I asked them for more information.
My question
They refused to tell me why and refused to assist me. They restricted me for a very funny reason and now they don't want to give me proof. That's how Valve treats their customer. I understand now. Maybe my account is restricted forever but I hope you guys can see how Valve works.
P/S: Here's my Steam Store History for you guys. The only thing suspicious here is the Steam Wallet thing but there're no such rule that I cannot add Steam Wallet 5$,10$ many times.

About my second case, I'm living in the US, my paypal is an US account, all of my purchased were from Paypal Balance not my creditcard.
P/S #2: My retail games are from amazon. All my paypal money has gone to Valve Corp. also.
P/3 #3: They just closed my ticket. I had to reopened it. P/S #4: My first ban is because of paypal. Second ban is because i received a gift from mmy friend which was banned because of hsi paypal

Really sucks to hear that you can't use the store anymore, but at least you can still use all your games you already have. I guess it could be worse, but it's silly that they wouldn't tell you exactly what the issue is though, so that the situation could be resolved. :/ GL!

Nah, that's how they normally show items redeemed from retail; most of them are from an indie bundle and the others are Steamworks games that do show up like that when you buy them elsewhere.

Yes, not alot of people understand that they can and WILL take your whole account away for any reason they don't like. Same happened to me during the huge coal incident. I had traded for some games from random people, xmas sale ended, account banned a few days after. Took them 2 weeks to finally respond to the ticket, but instead of telling me what they really banned me for, they said my account was comprimised. ORLY STEAMGUARD????

they are just..idiot..when i got hacked it took 1 month to get my account back,i showed them my cd keys,credit card infos all the shits and they said we have sent your password to your mail,but there was no mail LOL they are too dumb to send the fucking mail..opened thousands of tickets about that fucking mail,and they fucking wanted all the infos again,and failed about the fucking mail again,but at the end for gods sake they sent it

No offense, but "I know this looks suspicious, but there's no such rule that I can't do this!" isn't really the most credible-sounding argument. I am NOT accusing you of anything, don't mistake my meaning.

If I walked into a bank with a suitcase of $500,000 in clean, mint condition, unmarked, sequential $20 bills, there's no rule against me attempting to deposit that into an account. And yet, the bank would probably refuse and investigate me to make sure I'm not a counterfeiter.

Don't say "There's no rule that says I can't!" if you have a perfectly reasonable, rational explanation for why you add money to your steam wallet in small doses. Oh yeah, and protip: don't call attention to things you think might look suspicious. honestly, adding money to a steam wallet in small doses doesn't seem THAT suspicious, except that you took the time to point it out and then didn't explain why you do it that way.

Oh, and as an aside, I don't use the Steam Wallet or Paypal. I simply buy Steam stuff directly off my debit card. =D

Account was locked 3 times before due to paypal issues, still uses paypal, surprised account is locked again.

Inferred information -
Paypal is to blame and steam is covering their asses right now. You could be buying region restricted games by using paypal -> steam wallet who knows. Might be scamming steam by claiming a chargeback or w/e paypal calls it when you xfer funds to steam wallet. Try learning to explain yourself better, provide better information, be less hostile, and probably most helpful correct your spelling frankly you sound like a Russian spammer.

You are the first person Ive ever heard dislike Valve support. Bad luck or maybe all those suspicious $5 and $10 credits, whether they are against the rules or not. Email Gabe, respectfully, show him proof, and let him deal with it.

Really? I've heard a few horror stories and I've heard people talk about how crappy they are hundreds of times. In my experience, Valve support has a really bad reputation. They were certainly very unhelpful the couple of times I've contacted them.

they always are a great help with me, and usually i get contact form them in a days time. heck, i one time got Sonic generations at a reduce sale price because their was a glitch on their side of the store. but then again i have never been banned.

never had an issue with steam support, in fact they refunded my money for rage when it was released because it was such a piece of crap. EA also has some good CS and they are quicker then steam. Called Ea up to ask them a question about a game and they gave me a 30% off coupon for any game in their store just for the trouble of having to contacting support.

My advice is to keep trying, keep it respectful because the minute you start sounding like they owe you something or you start demanding is the exact second they stop caring. Dont know if it's possible but you can ask to have you ticket forwarded to someone higher up and if that doesnt work just try calling and speaking to a live person and again keep it respectful and you may get somewhere.

Please, actually my first ban is because of paypal. Second ban is because i received a gift from mmy friend which was banned because of hsi paypal. However, there's nothing wrong with my paypal. Their reason is "exploiting Steam Store" which has nothing to do with Paypal. You guys want to see the ticket that i submitted to resolve those bans ?
I've always respected Steam Support. Do you guys see I swear or say anything offensive again them ? And now how did they treat me ? Was is repectful ?
If you gusy want me to show my others ticket, I will do it right away so that you can see that I'm not the wrong person in this case.

So as it looks like you were exploiting the Store by purchasing Steam Wallet credit with fraudulent PayPal account funds or by using fraudulent cards from within PayPal to purchase small amounts of Steam Credit. I have purchased hundreds of games, and redeemed countless CD keys on Steam and have never had an issue. You explicitly say this is over your 4th offense of PayPal fraud (fraud as in; using a money transfer service to purchase goods without having the financial capacity to cover the cost of the goods) against Steam. Beg for mercy from them, but I doubt it.

I'm pretty sure you did something wrong and you're well aware what it was and now you're missing some important information when making this complaint. Valve doesn't get paid for searching for random accounts just to restrict their privileges and they act in accordance to law. They have no bloody interest in restricting a true customer's ability to use their store, as that would be willingly choosing they don't want to earn any money from their customer. How's that good business? If they block you, it means you were not such a good customer and your actions abused the way the store works in some way, causing loss for them and making you a bad customer. And I'm convinced you have enough common sense to know exactly what sort of moves you were making that led you there. You're only pretending you're genuinely surprised by the decision, it can be seen even in your tone of speaking in the tickets you sent. The lie can be felt a mile off. Acting like a poor innocent player who just don't know what went wrong.

Now I see people feeling sorry for you, saying shit like this makes them dislike Valve and wish something else took over Steam... It's all based on one big lie. I don't believe your honesty. The fact you got banned before several times is already a sign to me you do some malicious stuff. I have heaps of friends on Steam and none of them ever got into this much trouble even once, let alone several times.

Finally, they're an experienced company and you're definitely not the first person like this. They already know how to handle such situations and the have their procedures and reasons behind them. They have no obligations to show you a proof here and it would most likely just lead to disputes. Or perhaps they already gave exhaustive explanations in the past when you got your previous offences and they have nothing more to add seeing you haven't changed. Still... They'll have to present a proof in front of the court if you sue them, but I don't recommend it. I guarantee they won't fail to present it there.

Ok, I was not banned because of Paypal for 3 times. I remembered wrong. Here, look at those tickets, only one that directly linkede with paypal, other one was because of receving a gift from my friend. I'm not saying here that I'm completely right, what I want to said is that valve restricted me without a detailed reason and way to resolve it, ok? I never said that i hate Valve or anything ?

This may be the reason why you've been restricted again, unless you have chosen a different method of payment.
As you're in the US, maybe you should consider getting a credit card from an American bank.

All of my purchased were from Paypal Balance not my creditcard. My Paypal is an US account. Please read carefully; maybe i'll post image of my paypal accoutn and transaction for you guys too. I just provided them the credit card info because they asked me to do so.

Because i got it when I was in Vietnam, but now I'm living in the US. I've changed my address to US address. It's accepted by the bank and I use it without any problem.
