Rockstar seems to be determined to prevent me from legitimately digitally acquiring any of their games, in other words when I try and access the steam page for a Rockstar game I get told sorry but the game isn't available in my region.
So what I'm wondering is what would happen if I were to win a Rockstar game? Would the code be deemed invalid and just not work? Would it work? Would it break my account? Would it simply take the key and not give me anything?

When it comes to publishers restricting games to certain regions, it is entirely schizophrenic. For example, four games using GFWL are unavailable to me on Steam: Batman Arkham City, Age of Empires Online, Bulletstorm, Super Street Fighter IV Arcade Edition

I've purchased plenty of other GFWL-enabled games myself, including: Batman Arkham Asylum, Fallout 3, FUEL, Grand Theft Auto IV, Red Faction Guerrilla, Section 8

It makes no sense, there is very little logic to it.

BUT! To answer your question, a key you redeem on Steam usually works, regardless of where it was purchased. Publishers rarely revoke them unless they were obtained illegally. Like others have mentioned, it is mostly keys from the Russian market that won't unlock everywhere.

I have no idea if it works in South Africa, but typically you can activate games from other regions. As far as I know it's usually people trying to activate cheap Russian versions that run into region locking issues.

I'll use Max Payne 3 as an example, since it is the most restricted game from Rockstar in my opinion. If you won an RU (Russian) or CIS (Commonwealth of Independent States, such as Ukraine) region restricted version of Max Payne 3, then you wouldn't be able to activate this game outside of these regions. What you need is a ROW (Rest of the World) version. Even though Max Payne 3 is unavailable in your region, if you got your hands on a Max Payne 3 ROW version you would be able to activate it and play it.

Thanks everyone, that's exactly what I wanted to know :)

Also for me so far the only games I've encountered so far where Steam has given me that message are the Max Payne games and Midnight Club 2 (Though I never bothered checking the pages for the GTAs since I already own those from retail purchases). So it doesn't seem to be a GFWL thing.
