From the official Blizzard store, otherwise you're only saving a tiny bit while getting a big risk that your code was purchased with a stolen credit card.
Blizzard does not sell 1-month cards anymore. They only sell 2-months and up. I have not seen a 1-month card in a retail store in many years.
You can pay for a WoW subscription with PayPal, so if you're trying to get game time to a friend, send him the money. If you can't trust him to use the money for WoW as you request, then he isn't your friend.
