It's not even 1/8th.
The base game has nearly no content.
It's like paying for a World of Warcraft base game, but then still having to pay a subscription fee to actually access content.

And that's a generous assessment.
The devs stripped all the content that ought have been in the base game, and released it as overpriced DLCs. They then kept making DLCs of dubious quality to try and leech more money off game owners, rather than flesh out the game or fix notable issues in it.

And this, this is a game with plenty of bugs, terrible AI, horrible enemy spawn mechanics, terrible gunplay, imbalanced skill trees, etc; so there's plenty for them to address, if they wanted to.
I personally didn't find it playable at all- and the lousy level design of the base game maps certainly didn't help that impression any.

Great cosmetic system, though :P
