From the store page:

Starting 03/19/2020, Grand Theft Auto IV: Complete Edition will replace both Grand Theft Auto IV and Grand Theft Auto: Episodes from Liberty City. Depending on the game, players on Steam will need to install or update their current game:

Grand Theft Auto: Episodes from Liberty City will be removed and replaced with GTAIV: Complete Edition in the launcher library. Update file size is expected to be approximately 22GB.
.
Grand Theft Auto IV owners will download content from Grand Theft Auto: Episodes from Liberty City and their game will update to GTAIV: Complete Edition. Update file size is expected to be approximately 6GB.

So even owners of only Episodes from Liberty City will get the base game for free, since everything is being replaced with a single thing. At least that's what it seems like. Not bad, and while the multiplayer will no longer work and a radio station is being removed (temporarily), this seems like a great trade off. Also, NO MORE GFWL.

I wonder will this then work say better then the old version with that god aweful games for windows live thing and maybe the saves will work better instead of being tied to like xbox or live?

As long as GFWL, AND SecuROM are removed, it should be fine - it'll likely have all the proper Steam overlay/cloudsave options, and because they're ditching MP support, it shouldn't need any of that Rockstar crap either (hopefully, but maybe I'm too optimistic).

Err pretty sure them removing a game from my library without my consent violates EU law.

If they simply add it, that's fine, but I wanna keep the old titles nonetheless.

Can confirm. I thought they would add a new game in our library, but I still have the same gta 4 from before. It even has the same name and counts my previous hours played (but it's the complete edition).

Store page is displaying some negative reviews that people wrote because they removed multiplayer. Cmon, folks. They removed gfwl that made the entire thing unplayable for 98.9% of players, added achievements and basically gave the dlc (expansions) for free (and the base game for people who owned the expansions). Some people are saying the game is still crap technically, and that does justify a negative review. But removing multiplayer that was honestly subpar from a 12 year old game that basically didn't work doesn't.

I just tried it today and it runs great, definitely not as I remember when I played it 7 years ago. The only issue is that it doesnt let me max the graphics as it inly appears to be using 500mb of vram max, hopefully they will patch it.

wrong. you probably just got better cpu since. on i7-2600 (same as i3-8100 now) i still barely get 30-50fps on the street.
i did not have the 512 limitation though. probably cause i applied -norestrictions and -nomemrestrict commands.
