Rules are rules because they have a purpose, I don't think how exposing the case in a polite way, especially when not sending one giveaway has little to none repercussion, is harmful in any way to the community.

They haven't been online in SG for a week now. Maybe they are really going through a rough situation and felt bothered by your insistence. Remember you can access Steam from your mobile app, which will show you as online, but that doesn't mean you're happily using the desktop client.

If you believe it may be real life issues, you can give him/her a while longer to deliver the gift (or not) before marking it. That's entirely up to you. Of course you can always mark it "Not Received" now, and then remark it later if she delivers it.

From that point, after seeing the word "emergency", I would have backed off and not contacted them until 7 days minimum had passed. It sounds like you were acting anxious and continued to bother them before that.

It's frequently reiterated that one needs to maintain an up-to-date email address on SG. There could have been a technical problem of some sort that caused an email to bounce or get lost or who knows. if that did happen, combined with your continued chat messaging, they may have gotten pissed off and deemed you a flake/stalker who didn't deserve the game.
If you're going to ask other people to uphold their end of the bargain, you need to have your Is dotted and your Ts crossed as well.

I only sent her one email and messaged her once on steam before the 7 days passed. I did send her 4-5 emails and messaged her again on steam once the 7 days passed so maybe she got bothered by that.

I missed that about "an emergency" ,which proves the point i suppose ,how it's easy to get crossed-wires .
It's not always easy to keep constantly in touch with what you're doing on the web.
I go through rushes sometimes posting keydrops on steam then i go quiet for a while .
It takes a fair bit of energy to be constantly posting on the net.
and constant chatbox alerts is another one all together :)

I have already received a gift from that person and know where she's from, she hasn't been online for a while now and she may have been a little flooded where she lives (or not). But yeah it's a possibility.

Her behavior according to your original post is not acceptable and also is wired. If you can't deliver the game for any reason then you should be honest with the winner.
Anyway, in this case i say just mark it as not received like as you already did and move on.

Hi I actually have the opposite situation and would like to share my story if that's ok. I just wanna say how this frustration can go either way.
I won a AAA title game key in a competition on a different site, but since I already had it, I decided to give it out in a giveaway. Someone won this giveaway I made and they told me this key doesn't work. I contacted the guy who gave me the key-and he was puzzled, and later gave me another key which I gave the winner for my giveaway. Guess what? they said the second one doesn't work either.
Then I bought a 3rd key (it's actually an activation link) for lots of money and I gave them it and I know for a FACT the 3rd key/activation link that I bought works because I got it from a shop myself...and again the winner said it doesn't work either..
-so then I HAD ENOUGH and made a ticket on steamgifts to let the admins help me out-still waiting after a few days but I'm not gonna buy the winner another key. i think the person i gave the 2keys and activation link probably activated them on a diff steam account or gave it to their friends -_- we just gotta move on I guess but ffs I wish everyone was honest and got on well together-this is a community after-all.

Sounds like she has a genuine problem, looking at her giveaway history as well its not as if she has a history of this, for example she has successfully given away Arkham Knight and Stardew in the past.
Perhaps she removed you from her friends list because she has a genuine issue and being bothered by people from the internet isn't something she wants in her life right now. She may have signed in by accident like I do from time to time via the mobile app.
She also could just not want to give you the giveaway.
Anyway you look at it, your only option is what others have said. Mark the giveaway as not received and move on and await a response from her in the future.

Suprised you took it this far tbh, she clearly doesn't (for whatever reason) want to send you the game, so it goes. There is nothing you can do to force her hand and nor should there be really. Time to let it go :)
