Sleeping Dogs Yes OR No?

No and No. Sleeping Dogs is fun but not for over 20$. Für ~10-15$ it should be OK.

Haven't played sleeping dogs but for what I heard it has some annoying bugs, so I'd wait until:
a) They fix them or
b) It goes on sale

As for Diablo 3 I got addicted to it. Completed the first 3 difficulties in 3 days and then I kinda never touched it again. I don't regret buying it though. As for torchlight 2, I already preorder it and I already regret it (compulsive buyer). The first one was terrible. Dull and repetitive all over the place. The only good thing was the mod support, but I didn't really find any good mods to be honest. I played a bit of the beta and what I played I didn't like, but that's just me.

I didn't play Diablo, but I see too much unjustifed hate everywhere. You need just to check metacritic, to see that people are OVERREACTING.
