For everyone still trying: If you are experiencing trouble accessing the login page, try to open it in incognito mode, can confirm it helps. Afterwards, if on the orders page you only have "Instructions", you'll have to wait. The "Download" option will appear when available and you'll also receive it by email.

True, they will indeed... a lot of users create a large number of accounts to get multiple copies, even though there's no point. In promotions with limited quantities, this harms all those that try to get a single copy for themselves. Hopefully, in this case, Bandai will still deliver all orders that go through, and everyone will get to have fun.
