Yep. Always a good idea to contact the creator first, as mistakes can certainly happen.
If they refuse, then simply mark "not received" and mosey along.

Alright, thanks for your input, guys; I'll contact him or her and ask for the non-region-restricted version. In the meantime, I accepted his or her region-restricted gift, and I will give it back to him or her if and when he or she gives me the non-region-restricted version.

well, i wouldn't do this...
ask for a region-free game and DON't mark it as recieved NOW... SGTools will block you from their GAs because of a not activated win...
if he can't give you a region-free key then just let him delete the giveaway; a reroll wouldn't make sense in this case... people make mistakes, he will learn from this... :)

You should attempt to return the gift regardless of what happens next. Whether they provide you with a region-free gift or not should only determine if you mark the giveaway as "Receveid" or "Not Received", but using the restricted gift as a negotiation currency isn't really a correct thing to do.

I would have written a message in the comments section of the giveaway, explained the problem and told the ga-creator that he has to request a re-roll.
Or that the staff can delete the givaway, so he can create one with the correct region restriction.

Because SG doesn't have a "North America" or "U.S." option for region restriction, this is just going to happen some of the time. I don't know who thought that was a good idea...

No. We just saw a case where this wasn't true yesterday: the cheap Amazon keys for Fallout New Vegas Ultimate Edition can't be activated in RU.

So meanwhile we make GAs that we can't exclude those RU users from, they win, and then we have to deal with the Fallout. Seems like an unnecessary PITA to me. And that was exactly my original point.
