If you're getting spam you can sent it to the abuse@hostname where is registered.
They can (registrant) give you an address where servers are located (hosting). Next - write to them. They will contact the domain owner or block this site. I did this few times to block spam I've received on my email.

Has steam blocked these websites from showing up in chat yet? If not they need to be faster.
Edit: nope just got another phishing attempt hours later. If Steam got off their asses and immediately blocked the site from appearing in chat they could have saved many people a lot of pain.
