Yeah. Although their profit is minimal, plenty of them coupon traders, trading for gems and stuff.
I've seen coupons go up for sale till 100+ gems range

I wonder who the buyers are. Usually the only games with coupons are highly overpriced on Steam to begin with, so they would save much more by simply trading for the game somewhere else rather than for the coupon... and for the remaining few, I'd imagine the coupon would be worth a lot more than 100 gems, if there are real savings of several $/€ (though since it's a buyer's market, I guess they could have driven prices all the way down).
