you can't buy dying light as a 4-pack. But yes, there is a few exceptions.

I think you can no longer buy a 4pack as a gift, but extra copies are still row (and that's not a bug)

Nope it's "work as intended", 4pack-version exists for games with multi\coop mode.
E.g. Portal 2 coop mode -> portal 2 double pack.

Now, when you buy a 4 pack, you are supposed to gift the other games to users you will play with. (and i doubt that there is a racist rule that says "russian can play with russian only")

Yes, it's bug. Gifts says it's locked, but in reality it's not.

I don't think this is true. I haven't bought any 4 packs in the last 2 weeks but during the sale when I bought 4 packs, the gifts didn't say they where locked.

Can confirm. Bought Dying Light yesterday from a russian guy for 16$, it didn't show the game logo, and had RU+CIS tag attached, but I could activate and play it regardless of anything.

Not a good example, Dying Light Ru-CIS is diffrent from ROW version and u can play because steam allow to you. But steam could possibly flag game as "run only in" and u would not able to play after that.
Most of games must required RU IP for activation but in your library they will be ROW forever; like CoD AW for example.
Regarding unpacking 4-pack - i guess steam just haven't figure out yet how to tag gifts after opening 4-pack .
