You want to balance the system which has too many points by raising the limit on how many points someone can? No. Also I'm not sure you know what increasing a ratio means I think you mean mean change the proportions of points to money. And from what I can make out of the statement you want more points per dollar, in which case, no. If you mean less points per dollar then yes, but if you are trying to balance a broken system you can't go both ways (eg. increasing the cap and lowering points per dollar) you can only head a single way until a balance is reached. Also I can't make head or tail of what you are saying about exchanging euros.

While community contribution is nice basing a point system off it won't work well, especially what you've suggested, and deleting stuff gives an additional penalty on top of the points removed to compensate? No, people delete stuff for a variety of reasons, maybe they accidentally duplicated a post or a word within that post or they rephrase something differently, to penalise someone for that is stupid.

Ok, I've seen many uncontributing people joining too much on giveaways thus giving the others who contribute have little to no chance to win and lose their motivation to contribute more. This annoys me too much on how people want to hog the giveaways and let nobody earn nothing.
Here are the possble suggestions to balance it abit:
