I don't think so you will happen to be locked or something. Usually "carders" or people that use stolen credit cards to buy Steam Gifts send the gifts by email and the gifts automatically refund so the victim gets account alert(yellow warning), so since you are legit you won't get in trouble as long as i know.

Thanks for the reply. I know about carders, but that's not my case. I'm afraid about some kind of lock for another pubg purchase.

Your account can get into trouble if you buy a game on Steam and then do a credit card charge back or the like. If you do a refund through the actual Steam process it is fine, I've done that a few times without trouble. I'm not sure exactly how that works with gifts though.

Thanks for reply. But were you able to re-purchase refunded game?

In my case I refunded the games because I the day after I bought them in a sale on Steam I got them in the Humble monthly. So I didn't need to re-purchase them. But I understand from other people you can do that.

I don't see the problem. All refund requests are handled through Steam Support, which means that Steam decides whether to allow the refund in the first place. If there is a problem, they would tell you that it wasn't okay. There is absolutely no reason for them to first allow the refund request and then suspend you afterwards.

Refunds on Gifts
Unredeemed gifts may be refunded within the standard 14-day/two-hour refund period. Redeemed gifts may be refunded under the same conditions if the gift recipient initiates the refund. Funds used to purchase the gift will be returned to the original purchaser.

Hi. Thanks for the reply. Looks like you are right. I tried to perform refund yesterday and received answer from Steam saying:
"We are unable to refund this purchase because it contains a gift that was sent and redeemed by another user. They'll need to use the Support site to allow for the refund."

Hi. Thanks for the reply. I've sent this to the guy I've traded with.

Hi. I need your help people. Today I've traded PUBG game to another person for csgo keys. I just purchased it as a gift and sent it to the person. All was fine, but few minutes ago he asked me to perform refund. He says that his pc is too weak to run the game. 1,4 hours playtime. I have no problem to refund the gift and return the csgo keys, but before I will do that I want to check I'm not getting any troubles for refunding gifted game. I've heard from friend once that Steam can block my account for purchasing refunded game. I've googled this issue and can't find clear answer on my question. I will appreciate your help a lot.
