Regarding the question, sometimes you get too few participants in a giveaway to get "contributor value" (CV) in return. In this case you can ask people (e.g. in this thread) to enter such a giveaway and give them access to it. CV increases your level, see

CV = Contributor Value, which can be either "raw" or "Real". The value refers to the number that is reflected under "Gifts Sent" however SteamGifts only shows the "raw" value. Therefore claiming that this number should be $10+ makes perfect sense (indicates at least 10 dollars worth of unbundled games or 100+ of bundled/reduced CV)
"Ratio" is a secondary term that people invented based on the relative difference between Sent and Won values. Whenever discussing ratio you would expect the word "ratio" to be clearly mentioned in the context.

You can only gift to people is SEA who game price is not over 8299*1.1 = Rp 9128 (not 10% higher than yours)
So don't accept Malaysia (Rp 9209), Philippine (Rp 9497) and Singapore (Rp 13526) or else you'll have to delete the GA and make it again.

A friend of mine (Indonesia) can try send the game to his friend from Philippines until step Review+Purchase. Meanwhile, if try to send outside SEA, warning appears at Payment Info, can't go to Review+Purchase. Though, he didn't send, only help me to check.

I was also confused like you 2 years ago. Then I realize that we can only gift game to each other, only SEA member, eventhough there are regions that are cheaper than us.
Also in SEA, you can gift game to any country that prices are lower than yours, but < 10% higher than yours, as I mentioned above.
A friend of mine (Indonesia) can try send the game to his friend from Philippines until step Review+Purchase.
Don't worry, if you purchase the game as gift, and it goes through, money spent, it still appear in your inventory (not cart) as pending gift until the receiver accepts it. You can totally refund it before they accept.

Yes, at step Review+Purchase, press Purchase, Steam will refuse, you just can't pay, if they are Philippines in this case.
Don't afraid to try it yourself, cause you always can refund the gift if you're faster than the receiver ๐

Yeah but it turned out apparently a lot of the better games have a "no cross region trading and gifting rule" which means even if its cheaper in those countries, I can't gift it to them.

In theory 10 percent difference should only matter, based on the game ofc. But I have never tried regional gifting..tried one today though, partly because India unfortunately has leechy users as of now.
I saw that deleted Titanfall 2 gib though. The ratio of all the entrants were abysmally bad, none reached even 0.2, forget 0.5. How depressing.
Through my time here I found a Dead Indian SG group. Most of the users are inactive now.
And so I get keys from GMG, fanatical, etc to host games for global users mostly using Sgtools. Wish there were more legit Indian users, as our Steam prices are quite tempting to gift games. But that would take a good while, considering the fact that people are barely aware of Steam let alone steamgifts๐

Just an Update on my first regional restricted GA.
I had set a GA for Kazakhstan, Brazil, Ukraine and ofc India. The winner was from Brazil, I was successfully able to gift them the game!

It took me half a day to get the resolution. My issue wasnt adding it to cart as a gift. That went well. But during the final payment. Novaplay has been acting weird for months so used Steam wallet. Which also wasnt going through then.

even if you purchase the gift, non-Indian recipients can't accept the gift, they will have to reject your gift manually or the gift will be refunded after 30 days to your wallet, or you can manually refund it yourself. Eventually, money will return to your steam wallet

Can you cite where you found this. As I was successfully able to gift to a country within 10 percent difference. I had an error while using Steam wallet which was fixed via Steam support. There was absolutely no mention of any issues.
Purchases made in <country> can only be added to your library if you are in <country>
The way I interpret that message is that it specifically mentions 'to your library'. This is more about purchasing for self and the current location from where you are purchasing, rather than about regional gifting.
If there is a gift activation restriction it would be shown/written as 'Gift purchases made...' Please see

You can test it yourself. I tested and deleted a lot before, there were only 2 receivers didn't approve my testing and marked as 'Not receive' instead of allowing me to delete the giveaway, even though I suggested paypal. Regional gifting really is a pain in the a**. Lesson learned, successfully did a lot of regional gifting.

Not for me, the winner was successfully able to accept and activate that gift. It is now in their library. I checked my inventory after your advice. And i certainly dont have it either. My transactions also confirm a succesful gifting to the winner.
But i suppose I will be extra cautious if i do decide to regional gift to another region again. Thanks

I'm not 100% sure but I think, the "AllowCrossRegionTradingAndGifting: No" thing is still from the time when you could trade and gift games via your Steam inventory. I don't think it has relevancy outside of that. And the 10% rule is only valid when you try to gift to a region where it is 10+% more expensive than in yours.
I'm also not sure why you couldn't gift Titanfall 2. I've tried gifting it from EU to US and got to the last step before the actual payment, so there doesn't seem to be a general lock.
You can however not gift to a region, where a game is not being sold at all. Titanfall 2 for example can't be bought in and thus not be gifted to Russia. You can recognize that by said region missing a price in the price list:

Huh. And that recipient is 100% definitely in and more importantly has their shop region set to a country where it costs less than 10% more than what you're paying? Have you ever successfully gifted a game to someone outside of India in the past?

must want to play it(who knows in the future I might randomly check if you did, I might not as well)
