Capcom region locks are very messy and almost impossible to sort out based only on what exists on SteamDB and the gift link notifications (subs missing, too many sub possibilities for a region, lots of packages to check for each game.
Remember that Capcom likes to define the region locks very irregularly, mixing up a few countries from multiple regions, rarely covering only the full region. "SEA" here will refer only to some SEA countries and not the standard "SEA" as we know it from other publishers. Similarly, LATAM sometimes includes Brazil, sometimes it doesn't. And so on.

The following info is reflects quite closely the actual region locks situation, but there could also be some mistakes. Trust only confirmed subs.

[Tier 1] Please keep this Off The Record: a fiver is all I got.
[Tier 2] Last time they were hiding Street Fighter in the $20 tier, so I'm happy to get it for half of that.
[Tier 3] This might seem a bit unreasonable, but I have an Objection! to buying the most expensive tier.
[Tier 4] I think I fell for a Trick, and now there is but a Phantom of my money left.
[Have] One day, my grandchildren will read Chronicles about how many times I ended up buying the same games.
[Expensive] I'm not opposed to owning this Big Package, but I wish someone had been Fighting to make it more affordable.
[Skip] Doesn't bundling a Collection of random games by one publisher get boring by the 30th time?

I need the entire tier 4 and Dead Rising 4, but I know every single key in this set is gonna be region locked to hell so I can't buy it.

My (very jokey don't take this seriously) theory is that there's someone in Capcom who's still extremely mad that Mexico and LATAM had tons of bootleg Street Fighter II cabs back in the day and this is their revenge.

Easy skip, can't trust Capcom anymore.
Capcom have gone insane, adding Enigma DRM (a kernel level DRM made in Russia) on nearly all of their Steam games, including most (all?) the ones in this bundle.

Damn, Ghost Trick in a bundle. That actually kinda feels awful to see, even as a top tier.
Would be a great deal for anyone who never got to try the Dead Risings, and Dragons Dogma still slaps. Though maybe it would feel too weak and arcadey to people fresh out of the Dark Souls circuit.

If region restrictions are a mess my modus operandi is to play it safe. Just pick the EU countries and you are good to go. While it's nice to grant everyone access, you aren't required to always provide the best possible selection of countries.

Unfortunately I can't provide any trustworthy region lock info for this bundle each game has dozens of packages to swift through and most of the subs are not even indexed, the publisher likes to merge individual countries into region locks that have nothing to do with those countries, and there are many sub possibilities for each game. In other words, it's just too messy to make something clear out of it.
