Just for the Germans Dead Rising 2 and Dead Rising 3 activates fine in Germany only Dead Rising 2: Off the Record can not activate right now. Just put your Humble account to Austria with a VPN or Proxy.

Dead Rising 2: Off the Record is probably https://steamdb.info/sub/50977/ for both EU and US, which makes it not redeemable in DE even if you buy the bundle from Austria.
For Dead Rising 2, USA gets https://steamdb.info/sub/29431/ which is a WW key.
If you can redeem this from EU, then EU probably gets the same.
However, for Dead Rising 3, USA gets https://steamdb.info/sub/50756/ which cannot be redeemed in DE, JP.
You mention you were able to redeem it from a purchase from Austria, which could mean that EU purchases receive a different sub than the one above. Or, it could mean that there's an Austria + Germany sub, which is not given to Germany but is given to Austria.
On the other hand, USA and EU gift link notifications are the same, meaning that these two regions should receive the same key.

I've compared the content of Capcom Beat 'Em Up Bundle and Capcom Fighting Collection with all the DLC content from the Capcom Arcade Stadium 1 & 2, and only Armored Warriors from the Beat'em Up and Red Earth from the Fighting are missing in the stadiums.
Are the games inside exactly the same, or port or remake or anything else ? If i have both stadiums from previous bundle, i don't need those 2 ?

Just in case, traded key for Street Fighter 30th Anniversary Collection EU (probably {sub/251489}) and it can NOT be activated in Ukraine, although it is not indicated in SteamDB.

While SteamDB info can be wrong, I've seen this happen only very rarely. Considering that your key comes from a trade and not a direct purchase, I would be more inclined to think that the inconsistency lies on that side. Perhaps it's not an EU key (as the EU sub was already confirmed), or maybe even a duplicate key (did you try redeeming it with ASF? if so, did you get a Failed / Restricted country message?)
EMEA / ANZ keys also exist https://steamdb.info/sub/267924/, perhaps the EU country of your trader receives this sub instead of the already confirmed one?

Capcom region locks are very messy and almost impossible to sort out based only on what exists on SteamDB and the gift link notifications (subs missing, too many sub possibilities for a region, lots of packages to check for each game.
Remember that Capcom likes to define the region locks very irregularly, mixing up a few countries from multiple regions, rarely covering only the full region. "SEA" here will refer only to some SEA countries and not the standard "SEA" as we know it from other publishers. Similarly, LATAM sometimes includes Brazil, sometimes it doesn't. And so on.
The following info is reflects quite closely the actual region locks situation, but there could also be some mistakes. Trust only confirmed subs.
