According to SteamDB, and according to my personal experience, Red Dead Redemption had started the sale with 40% off and quickly switched it to 20% off, costing 30$ and 40$ respectively. I thought I was imagining or maybe something was awry, that maybe I purchased a bundle with more of a discount because I own RDR2 but apparently not, they just made a mistake with setting the sale percentage? Or the cheeky Steam-techs gave early birds the worm?
I found this quite hilarious when I realized, and immediately remembered the TF2 Unusual glitch that was discovered 5-6 years ago. I wonder if this happened to anybody else, with this game or others.

Apparently not! By the SteamDB timeline, it went on sale at "17:10-ish" and was then promptly changed at around "19:30" (in SteamDB's timezone), meaning that it started the sale as being 40% off and was changed to 20%. A bit strange but not at all impossible!

Price errors were a usual thing on Steam sales previously. Like a 90+% off for a very short time period.

You can say so. Steam has never confirmed whether this was on purpose or a real mistake on their side.

Humans working at the respective publishers set these sales prices (and almost everything else concerning their games) on Steam. Sometimes, they aren't really experts in configuring their Steam subs and bundles, sometimes they make errors. Sometimes they notice and fix them quickly, sometimes they don't.

Exactly this. This is the most likely explanation.

Same thing happened at least twice in some of the Summer/Winter sales with GTA 5 where it was briefly on discount for 10€ instead of the usual 15€

So it doesn't surprise me at all if it happened with RDR as well
