I think they are used too much when threads are new and not enough when they are old. It seems pointless when a thread is new and everyone feels like they have to bump the thread or be looked down upon, so it gets multiple bumps per minute and they aren't even technically bumping the thread because it was already on the top of the list when they tried to bump it. I feel like this creates a lot of useless spam and clutter on the site, so I usually don't bump threads if they have been bumped recently.
But bumping when a thread is a bit older is important if you have a lot of users creating new threads or commenting in existing ones because everyone isn't online at the same time and they may not see your thread if it gets buried.
I sort the discussions by the day and time they were created. This allows me to view every thread opened on the site whether is has ever been bumped or not, as long as it has not been closed before I see it. This means bumps don't really have an affect on what I see or anyone else that sorts threads by date.

It's slowly rising a bit... but we are just getting the ingredients in order. If only I could get ahold of some self-rising flour... :brainstorms making a few thousand bot accounts to follow self... then decides it's probably a bad idea:
