I recently re-installed and didn't get hit by the block. Just keep your Steam install folder and run Steam.exe after the OS install is done. Steam then just re-installs itself and any downloaded games will get re-installed as you run them for the first time.
For the browser all I had to do was backup and restore the cookies, that worked. I think that as long as you don't get a new public IP during all that, it's fine. Ymmv though.
