What's your usual level requirement?
by the way my giveaways are quite "random" (or one could say, "diverse" xD), the no cv or 0,99€/$ games I often give away to anyone, while for games worth 4, 5, 10 etc. $/€ but already bundled many times and such, with higher P requirements, I tend to put 3+ 4+ and similar things.
for what concerns instead the best games, like those worthy 20€/$+, I tend more and more to restrict them to my whitelist only, which is full of awesome players who are super friendly and I've never had a single problem with them
when instead I choose to buy a game on Steam and gift it as full value, I make them 7 or 8+ due to the fact that I'm forced from Steam to add the winner and it happened in my first days that some level 1, 2 etc. winners rejected my friend invites or didn't answer my mails, or even blocked me
when it comes to particular games (maybe bought on humble bundle etc.) like the Final Fantasy series (so, full value but with a key to provide, without having to add the winners on Steam and gift them the game), I instead put them like 3 or 4+ and with many days, just to give more chances to the winners and have lots of fun and chats :)

I never put any level requirement. If you want to give away something, you shouldn't be selective, otherwise simply give the game to your friends. :P There are some level 0 users with a small library that actually want to play the games they win and there are also some level 10 users that have a huge library and never play any game they win. Of course, the opposite may happen too, but I'm just saying you shouldn't be prejudiced against level 0 users. The decision is up to you, just don't think that all level 0 users are bad and all level 10 users are good.

You could say that what I said is being selective, for me is more like just give games to people that aren't buttholes. And it should help the comunity if people starts to think just a little bit more about others instead of just themselves. I 100% don't believe that all level 0 users are bad, of course not.

Well the road to level 5 is a pain in the arse If you're giving bundled stuff. I just pick level 4 as max because of that. It also makes me think that they will probably test the game at least. But that's not often true so I don't know...
"Playing appreciated" will fit most of your criteria.
If It wasnt for auto joiners I would set everything to level 0. I keep saying this over and over again:
I admire the SG users that give really cool games with zero locks.

So, I'm kinda new in here and I'm just now starting to get some money to actually do giveaways (most of the games aren't great, but its what I can do for now) and I get really sad when someone with "500 wins, 0 gifts" win some of my games, specially the ones that are worth playing.
And what is more strange for me is that the person normally doesn't even say thank you? I mean, you aren't obligated to say thank you, but the person just activates the key and mark as received and that's that. Just one more game on the 400+ wins for them.
What do you guys usually do about this? It doesn't concern you? I was thinking about putting the level requirement of the giveaway on 2 but I'm not even in this level yet, so I don't know if I can/should do that.
I have some games that are actually good to give so I really don't want them to go to some person that just adds games to the library to get steamcards from them and doesn't even give back on steamgifts :(
