Depends on security software, but these are usually in the Settings/Firewall settings or Firewall/Settings, or Internet/Firewall settings, or Network/Firewall settings. Adding Steam to the whitelist/permission list is usually easy, it just allows you to manage rules, then Add, select Steam's EXE file, and allow all traffic on all ports.

For the past few days, been getting this error of "Content Server Unreachable" and a link to steam support whenever I try to download a game. I tried several steps, since a friend in my region was able to download w/o problem
Reinstalled steam
Changed several download locations
Changed proxy server settings as advised to other people with the same problem
Changed default browser
Basically anything and everything been recommended up till now to fix it
Nothing works. I used my laptop to download steam on it and I get the same error. My ISP hasn't even blocked any download, I contacted them. It's feels pretty hopeless that I'm locked out of my own dwindling library, and am unable to play games that require an update, and stuck with the current installed ones. Steam support's solution was to delete everything except steam.exe and appdata, which does not work.
