problem with SGTool rule checker

A few time ago i tried to join a giveaway and see . Now i try again, it don't help me. My fault or bug?
All level checkers are giving me this error.

Seems you activated all your wins, so that can't be it.

Is that read as equal level 2 or bigger or bigger then level 2? ifso then you fail.

Else try again later.
