Prince is right... since support doesn't make announcements often, most users from steamgifts don't know what is happening.
since the staff itself doesn't tell us, the same people thinks that they doesn't know (or doesn't care) about what is happening.

The "bug" that drops your CV level is a problem with the Steam API, it has nothing to do with SG and there's nothing SG can do to fix it. This has been said multiple times in multiple threads, both about CV and about things like Deponia costs 0p to enter.
CV level dropping because of bundle games being added and GA's being rolled back because they were made after the bundle date is not a bug.
If you want support to hold someone's hand and guide them, that person has to be willing to extend their hand and ask for guidance. I mean, I've not been here that long but I've read the FAQ and Announcements and know how to search discussions before I create a thread bitching about something that the website has no control over...

I know how and why CV drops but since support is complaining about people sending in tickets it would save a lot of tickets if it was explained in a sticky. Just my two cents.

You might be right, I still think that most users creating tickets would not even read or see it and keep filing tickets though...that's how much faith I have in the internet.
I do think that the FAQ system should be redone and there are some things that should be made into stickies in the forums instead of in the FAQ, but I don't think it would have a large impact on the amount of tickets that come in, unless you made it so you had to clear any new stickie or announcement before getting into any other part of the website like GA's or Forums.
A sticky on the ticket system would be very welcomed I think as well - What to file under what, how to properly use the ticket system, what is a waste what is not, etc.

Happens all the time, just keep on giving :D. I dropped to lvl 2 and I had some spare games so I gave away some. Some games drop in price, some are added to bundle list, and sometimes it's just API bug or whatever that makes it to look like a 0p...

it's not guaranteed to happen to every game. and even then you still purchased the game back when it was more expensive but you are still treated like a cheap giver.
well I don't have a solution to it anyway so who am I to complain. let's just all smile and nod like nothing happened

It happens to many, to those who actually give the games away. Many does not mean everyone but just because it happens to many of us, it doesn't mean it's fair, quite the opposite, in fact the more people are affected by this, the less fair it is.

Just for a change, this time it was not because a game went bundled.
There are a lot of bugged games, some never bundled, that are giving 0$ CV right now.

Yeah, but that has been increasing. Everyday a new bunch of g ames drop to 0$, like, from yesterday to today I realized a lot games, including Injustice: Gods Among Us dropped to 0$ as well.
So its a continuous bug and there is something causing it. It was not a one time thing.

Apparently the value of some games I gave away ages ago has dropped, and as effect my SG profile dropped from Level 3 to Level 2.
Why? How?
