It giving the base game probably isn't an accident. The devs make their money from the DLCs, so it's in their best interest to make sure you have the base game for free. The hope is you'll enjoy the game enough to want to add more DLCs.

They don't expect anyone to buy ALL the DLCs. Train sim fans have particular routes & engines they're most interested in and will buy those, but ignore the rest.
