Well, I think it has to do with the rest of the leg being bare, or part of the rest of it. Stockings are just a pretty revealing piece of clothing, unless they're covered up by pants or something. Normally, if you notice someone wearing stockings, it's possible to notice because they're wearing some kind of short-ish bottom like a skirt or shorts in place of pants, which is revealing. So, it's not so much about the stockings, as the thighs, I'd say. But they do draw your attention and work through accentuating the thigh.
